Em termos de satélites (como a rede Starlink, de Elon Musk), tudo também se passou bem: não parece ter havido danos.
No entanto, por motivos económicos, as empresas costumam guardar segredo, caso tenham existido alguns problemas. Por isso, não podemos ter a certeza absoluta.

Uma tempestade dessa pode causar mau funcionamento no sistema operacional em modo usuário (de computadores pessoais)?

Pode ter problemas na conexão internet… esporadicamente. Mas não é devido ao computador em si.
